The HRDCBFS has been formed by the Cabinet Decree no. (6/62) 1996 , dated 4/3/1996.

The committee is chaired by H.E. Ahmed Humaid Al Tayer, and the membership of the committee includes: representatives of ministry of labour and social affairs, UAE central Bank, UAE Banks, Higher College of Technology, Abu Dhabi Investment authority, and Emirates Institute for Banking and Financial Studies (EIBFS).

EIBFS acts as the secretary general and accommodates the committee meetings.
The objective of the committee is to prepare plans, programs, which will lead to the increase of the UAE nationals in the Banking Sector.

The committee has three sub committees

• Banking committee

• Educational and training programs committee.

• Women advisory committee.

• To guide the banks and following the emiratization process according to the cabinet decree no. 10/98.

• To coordinate between the educational out put and the labour market requirements, this through     introducing some specialized programs for the banking sector. This is done in coordination with the     colleges and universities.

• To prepare the salary comparative tables, as a guide for banks to attract the UAE Nationals to join    banking sector.

• To prepare the "Student Sponsorship Program" for college and university programs.

• Field trips and visits to banks to get informed about their needs and requirements.

• To organize conferences, and symposiums.

• Media and press campaigns

• Field survey and studies.

• Organizing the Annual National Career Fair.

• Awarding the annual Human Resources Development Award.

• Creation of the Data Bank for the UAE Banking Sector, which includes numbers of banking staff, and    their qualification, experience, positions, special emphasis is put upon the UAE nationals.

• Inclusion of the UAE bankers' services to the Pension Authority.

• To urge all banks to emiratize branch manager, credit head, clearance clerk, and human resources    manager positions.
